Pin all GitHub Actions in .github/workflows/ci.yml to full commit SHAs. The previous runs failed during startup because the repository requires SHA-pinned actions while the workflow used @v4/@v5 tags. Verified all 8 action references on the remote branch; no local tests were needed because this is workflow-only.
