Second brick of the Hopf–Rinow adoption from feat/hopf-rinow: a self-contained, Mathlib-only leaf. Mathlib's Picard–Lindelöf gives only local existence; for a linear ODE V'(t) = A(t)V(t) with continuous bounded coefficient the solution exists on any compact interval.
