Both answers open a confirmation modal (no save on click). 'No' reuses the describe page's category field to input the correct category/subcategory; both allow an optional comment.
Bigger box; group yes/no so they wrap as a pair without overlapping; widen the 'no' modal; shorten the comment box; flex-wrap the category buttons so they don't overlap when wrapped.
