MEB fix

A couple of fixes for the MEB template:

1. Removing unnecessary UTF8 support, since LaTeX has it automatically.
2. Switching from bibunits to biblatex for multiple references. We just need to wrap each essay in refsection environments and remember to tell participants to call their references yourname:keyword in order to avoid conflicting keys (this note was already added to the example essays). This is consistent with the current recommendation for theorem labels.
3. Removing dirtytalk since csquotes already has the functionality (with the option babel=true).
4. Removing duplicate packages already available with evan.sty.
5. Bugfix example* to be unnumbered.
6. Increase \parskip to compensate for killed \parindent. The KOMA option parskip=half- has too much \parskip.
