test(cli): cover remaining parser commands

Summary

• add a table-driven parse assertion for the audited session, navigation, diagnostics, flow, network, report, and local commands
• assert representative session, tour, and network-emulation parameters
• repair the strict-field regression test so a valid current-protocol control request decodes before the forbidden field is added
• record partial D2 progress while leaving the umbrella issue open for the remaining test domains

Verification

• docker run --rm -v "$PWD:/work" -w /work swift:6.1-bookworm bash apps/headless/test.sh (33/33 protocol tests; MCP integration passed)
