Overlays were previously removed en-masse. As Overlays are console/game specific and are manually configured by users, this caused issues for folks that spent a bit of time editing their Overlays separate from themes. Rather than try and make this optional somehow, just remove overlay management completely. Overlays can/should be managed by a separate app (if at all).
