How to bootstrap Jenkins for disaster recovery and accountability

all jenkins jobs and plugins are stored in version control

using seed jobs to automated the jenkins pipeline deploy

replace manually creating jenkins jobs

so all the jenkins piepeline jobs can be easily reused which is good for disaster recovery
