This PR has a few updates pull from mainline spack-packages.
Some are updates for JCSDA/spack-stack#1502 which are needed for installing
py-cmoceanin my testing:I also update our
ncursespackage to latest mainline as I found in my small scale tests on discover it's needed forgcc@15.2.0
