Base para migrar os formularios do padrao "um useState por campo" para react-hook-form + zodResolver, reaproveitando os schemas Zod ja existentes.
Substitui os useState de email/senha e o safeParse manual por useForm + zodResolver sobre o mesmo loginSchema.

refactor(criar-usuario): migra para react-hook-form CriarUsuarioModal tinha 5 useState de campo (incluindo o crmv condicional e a senha inicial com valor default gerado). Migrado para useForm + zodResolver sobre usuarioFormSchema
refactor(baia-form): migra para react-hook-form. Usa valueAsNumber em vez de z.coerce.number() no schema: campo vazio vira NaN (invalido), preservando a mensagem de erro atual; coerce converteria vazio em zero, um valor valido, mudando a regra de negocio.
