Adds Doubleword Control Layer, an open-source (Apache-2.0, Rust) AI model gateway that provides unified access to LLMs across endpoints behind a single authentication layer, with API key generation, user management and request logging.

Entry added to both README.md and website/data.yml, placed alphabetically in the LLM Router category and matching the existing entry format.
