Adds a new baseline.py module implementing personal fatigue baseline calibration, as scoped in the design document (section 3.3). During the first 45 seconds of a session, the baseline is estimated from scores seen so far, with readings flagged as provisional. After the calibration window closes, the baseline locks and stays fixed for the rest of the session. Falls back to a conservative population default if too little calibration data is available. Includes 8 unit tests covering the calibration window, locking behavior, and edge cases. This is scoped to a single logical change per your earlier feedback, session.py integration for recovery ETA will follow as a separate PR.
