Remove generated Turbo cache artifacts
This commit adds local Turborepo cache output rather than source changes; the new manifests point at generated turbo-lint.log files and the paired .tar.zst blobs encode machine/run-specific metadata such as mtimes and dirty hashes. Since the root scripts run Turbo, future lint/build runs can keep producing different cache entries, so tracking .turbo/cache will cause avoidable binary churn and stale local-cache state in the repository.
