Build the referenced logger project before agents

With this new project reference, invoking the package's existing build/typecheck scripts (tsc / tsc --noEmit in packages/agents/package.json) on a clean checkout no longer builds the dependency graph; TypeScript expects ../logger's declaration output to already exist and fails with TS6305 (packages/logger/dist/index.d.ts has not been built). This affects direct pnpm --filter @settler/agents build / typecheck runs unless @settler/logger was built first; switch these scripts to tsc -b or arrange the dependency build.
