🧹 chore(sandbox): remove leftover hack comment in safety net

🎯 What: Cleaned up leftover hack comments in sandbox safety net.
💡 Why: Makes the code more readable and clarifies the actual behavior of the SIGTERM/SIGINT listeners.
✅ Verification: Ran syntax check, formatting, and tests. Everything passes.
✨ Result: Improved maintainability of sandbox-safety-net.js without changing any runtime behavior.
