[Issue #11013] Application Package Required Forms section

Added the Forms section to the Application Package / Competition page according to the mockup and task ticket #11013

Context for reviewers

NOTE: initializing the list of required forms with the "always required forms" was copied to this section (from the FormSelectModal) so that it will display form SF-424 on page load. It was not deleted from FormSelectModal because it is still needed for special treatment/display of the aways required forms.

Validation steps

• Verify that the Application Package now has the "Forms in this package" section in the left nav and the body of the page.
• Verify that the UI for this section matches the mockup (the link is in the task ticket).
• Verify the AC's of the task ticket, including clicking "Select Forms" opens the select forms modal and any saved updates are reflected in this section once the modal closes.
