Changes proposed

• Added SF-424C form UI schema implementation to match product/epic functional requirements.
• Updated form rendering so webform structure and field layout align with the SF-424C.

Context for reviewers

This PR implements the SF-424C UI schema and aligns the webform with the expected SF-424C PDF structure and behavior. Ensure that in print view the submitted data renders correctly in PDF-style format. Please review that all fields are there, in the right order, with the right labels and instructions.

Validation steps

• Open the SF-424C form and verify:
  • all expected sections/fields are present,
  • labels/help text are correct,
  • required/optional behavior matches requirements ( Construction Total Cost is required field)
• Enter representative test data across the form.
  • Verify all SF-424C calculations are correct and confirming totals/subtotals auto-calculate accurately.
• Generate Print View and verify:
  • values map to correct fields,
  • formatting and structure match expected SF-424C output,
  • no missing/truncated/misaligned content.
