the following function where added:

• split_segments_atvertex_and_distance: helper function that split the boundary of the peilgebiede, also known as peilgrens is smaller sections.
• peil_basic_properties: Calculate basic properties per combinatiepeilgebied - Area of each peilgebied - Number of hydroobjects inside each peilgebied - 'code_holes' indicating if the peilgebied intersects any hole inside the polder
• peil_verbonde: check if the polygons also multipolygons of the combinatiepeilgebiede are connected.
• peilgebieded_waterstand_dm: Calculates the median water level (waterstand) for each peilgebied and compares it to the
  streefpeil (target water level) boundaries defined in HyDAMO.

Clean-up: reverted juan-back to commit de8144c to remove gemaal-related changes.
This PR now contains only peilgebieden-related functions and validations.
