Repair claim-map corruption and guard documentation integrity

Scope

Repair the reviewer-facing claim map without changing any circuit, decoder, resource formula, or mathematical implementation.

• Remove the corrupted duplicate block and duplicated "Scope relative to the first paper" section from docs/CLAIM_SUPPORT.md.
• Clarify the existing singular-coordinate boundary: zero-weight magnitude records vanish, whereas zero-amplitude phase derivatives vanish but individual phase samples need not.
• Add offline documentation tests for UTF-8, control/replacement characters, fenced blocks, local file-link targets, and the claim map's structure. External URLs and heading fragments are deliberately not network-checked.
• Include the documentation tests in analytic mode; full discovery and smoke mode include them too.

Verification

The six local structure/parser-fixture tests passed before submission. The new repository-wide test and both existing scientific suites will run in GitHub Actions. No scientific implementation files or dependency pins are changed.

This is the repository portion of a bounded manuscript restoration. The manuscript remains a separate self-contained TeX source package and will cite the verified immutable support snapshot.

Validation completed successfully in run 33941258000: both analytic and exact-logical jobs passed. The full exact-logical job ran 73 tests, including all seven new documentation tests. The CI merge-preview commit 52da49f63fe450de0d90def59b6f36de29d0892b has tree ef35b488449a1f5a4edf9d7d06b22574db35b429, identical to the submitted head cc8fad73bde622a167a8a96ad70b8bd5f1593ec8.

The diff is limited to the claim map, the new offline documentation test module, and inclusion of that module in analytic validation. No circuit builder, decoder, scientific implementation, dependency pin, or workflow definition changed. The restored manuscript will cite the immutable head snapshot. This PR remains unmerged for author review.
