Still a work in progress at the moment.
GBuildbot-worker is currently using an outdated gcc version, and during testing I was also having trouble with the docker client inside the container being too mismatched with the docker server version provided by the passed in socket, making it hard to test GKCI on Gentoo.
Changing the base from buildbot (based on debian), to being based on gentoo helps solve those problems.
I still have to work through test failures and adjust this PR, but I wanted it up at least as a draft just in case someone wanted this faster than when I get preempted back onto this task.
