This adds capability to convert ncdiag files to ioda on the fly. This can only exercised when GSI is running along JEDI analysis, .i.e., the knob SKIPGSI cannot be triggered.
User should be particularly mindful of the pointer to SWELL. This is found as the env var SWELL_INSTALL in the JEDIanaConfig.csh settings in the FVHOME/run/jedi directory; see also the GEOS-JEDI Wiki.
