Prepare Ocelle SDK for public repository launch

• Reworked the README into a public-facing SDK overview with installation, quick start, provider/framework support, runtime safety behavior, configuration, privacy, and attribution details.
• Cleaned public-facing comments, tests, and workflow text.
• Refreshed vendored OpenLLMetry fork content through the vendoring script.
• Added/updated provider support documentation and public-readiness test coverage.
• Replaced internal environment hostnames in test fixtures with public-safe examples.
