Summary

• Extract the shared active/no-signal metadata apply loop used by finalized, equivalent-clean, merged-to-default, and remote-clean cleanup paths.
• Keep each public apply method responsible for its signal-specific validation, metadata builder, planned-row shape, and evidence text.
• Preserve remote-clean output details while removing repeated summary/write/pagination logic from Workspace.php.
