docs(adr): codify promptfoo-first provider authoring

Summary

AgentV's durable direction now treats Promptfoo-compatible providers as the default authored system-under-test axis. The intentional authored-config differences are limited to environment, AgentV refs, and built-in agentv:* providers; direct Promptfoo compatibility applies to Promptfoo-native declarations, while AgentV-native pieces go through agentv export promptfoo.

The decision also keeps existing run-bundle and Dashboard target artifact fields out of this migration. Host/filesystem environment export may lower into generated Promptfoo extensions plus provider workdir config, and Docker export remains unsupported until a faithful runner boundary exists.

Details

• Adds ADR 0019 for the Promptfoo-first provider authoring and export boundary.
• Updates strategy, roadmap, concepts, AGENTS guidance, and product-boundary guidance to match providers / id / label authoring.
• Cross-links older ADR 0016/0017/0018 decisions where ADR 0019 supersedes target/provider authoring, while preserving artifact target terminology as a separate decision.
• Cleans stale wording that still suggested public targets or old target/provider identity semantics.

Validation

• git diff --check
• Targeted rg stale-claim scan for old public targets / non-canonical providers guidance. The only remaining hit is ADR 0019's intentional historical context describing the superseded state.
• Attempted bunx biome check on changed Markdown docs, but Biome processes 0 Markdown files in this repo. No markdownlint, markdownlint-cli2, or vale executable is installed.
