Summary
Workers are now directed to use focused local validation for changed code and debugging instead of spending local capacity on a full workspace test pass before every PR. The docs now make GitHub Actions the broad full-suite validation path after a PR is opened, while preserving manual UAT and live provider/grader dogfood requirements.
