revert: unpin release-please-action, restore v5 - #23

v5 is in use and working across JorisJonkers-dev, so the 403 on create-release is a difference in this repository rather than a fault in the action. Pinning was the wrong response: it froze the action instead of finding the cause. Restores the v5 pin and removes the Dependabot ignore.
release-please applies its autorelease: labels through the issues API, and a label write on a pull request is an issues operation rather than a pull-requests one. The job had contents: write and pull-requests: write only.
