Add TTS Studio connector voice management

• expand Voice Manager into a combined TTS Studio for configured local connectors
• add explicit upload/replace and provider-copy removal actions
• preserve audio.cpp PocketTTS local-sample behavior
• force automatic same-name sample replacement and keep sync hashes consistent
• add a reusable provider-management helper with focused tests

Validation

• PHP syntax checks for all changed PHP files

Added Cartesia/Inworld management to Stobe Voice Manager. Cloud rebuilds are clone-first and synthesis-validated, caches are connector-scoped with legacy migration, and deletion is restricted to clones marked as managed by this Stobe installation. PHP lint and tests/tts_voice_management_test.php pass; deployed Voice Manager returns HTTP 200.
