ci: remove apidiff workflow - #68

Removes the API Diff Check workflow to align with upstream, which removed it in aquasecurity/trivy#10259. It has run only twice in ~10 months; ./.github/actions/setup-go is retained (used by test, release, cache-test-assets, and other workflows).
