To add a little context, this is to allow us to process, all the way through to CAF, specific spill-level runs where 1 or more of the usual 10 constituent single-level runs failed at the generation or edep-sim stage. The spill builder is smart enough to stop building spills when it runs out of events, so we'll have CAFs with fewer spills in them but, in theory, no partial spills.
We should definitely merge this but it makes the need to properly handle POT propagation to CAF (ND_CAFMaker issue 128) more urgent.
