This is just creating a CFS version for CSM 1.7 that includes the changes for CAST-39551 -- basically, the same things that were in this PR. These are cherry-picked over from existing changes in the develop branch.

This is just to make a CSM 1.7 version of CFS that we can give to any customer who has the CSM 1.6 hotfix installed and wants to upgrade to CSM 1.7.

These changes have already been tested in their original source PRs to develop. This is just bundling them and tagging them with a version.

Note that I could reasonably have called this version 1.29.4, but just to be extra cautious, I bumped the minor number, in the unlikely event that we want to create some patches on top of the CSM 1.7.1 CFS that do not include these fixes.
