List every tenant resolver in the configuration reference - #2543

Both reference tables listed Header, Query, Claim and Development, so Subdomain had been missing since it shipped and Fixed was missing since v21.13.0. FixedTenantId was undocumented, as was the fact that it and DevelopmentTenantId are one value under two names. Co-Authored-By: Claude Opus 5 (1M context) <noreply@anthropic.com>
