start non-SQS lambdas, default to localhost

My team was unable to use non-SQS functions alongside the SQS functions we used this plugin for in our serverless configuration. This seems like it was just a bug.

Thanks for this @russellpekala — both ideas here are valid: defaulting the host to localhost and starting non-SQS lambdas are things we want in serverless-offline-sqs. Since the code has moved on quite a bit (see the work merged in #265, on master now and released shortly), this needs a careful redo against the current implementation, so we're keeping it open as a tracked follow-up rather than closing it. Really appreciate you opening it. 🙏
