Milestone 5 of vision close-the-seven-basin-coverage-gap. Authoring only: opt-in bounded acquisition in the shared campaign runner, plus a committed runbook a human executes. No provisioning, no NGA contact, no S3 write. Merged with a merge commit so step squash-commits stay reachable. version_policy is NONE: no version bump and no tag.
