fix: repair technology preferences page

Summary

Fixes #13.

Repairs the technology preferences page so it is a valid client component again.

Changes

• restores the valid "use client" directive
• removes stray test text from the module top level
• fixes the PreferencesLayout import name
• fixes the techo/selectedTech1 typos that broke checkbox selection
• cleans up the technology label typo and formats the component

Validation

• npx --yes prettier@3.3.3 --check page.tsx
• static assertions confirmed the broken tokens are gone and the selection/router paths remain present
• git diff --check
