Every other repo in the portfolio opens with a Status line; this one did not, and an inconsistent convention reads as a selective one. Adds a Status line near the top stating maturity, the current version, and whether a signed tag exists. No code and no CHANGELOG roll: the CHANGELOG section belongs in the release commit with the real tag date.
