New optional spec field aggregate_filters: default dimension scope for the tier-A (sig "") build. Reader filters always win (merged over the pin). Unfiltered-view semantics (provider augmentation) still key on reader filters only.
Bench 243 pins region=sgp: headline/TL;DR/JSON-LD/OG cite the Singapore probe, US-East available as a tab. Dims drop 'all' (an average across a healthy and a degraded region describes neither) and order Singapore first.
Validated: 218 specs OK, typecheck OK, bun tests 20 pass. Worker rebuild on ocb-par-main required after merge.
