ci: 自动发布最新 Fork 对应的 CCU Release

变更

• Fork stable manifest 真正变化时自动 bump CCU patch 版本、提交并打 tag
• 使用 workflow_dispatch 显式启动 Release，规避 GITHUB_TOKEN tag 事件不递归触发
• 首次部署会识别 v0.1.3 tag 之后已更新的 stable channel，并补发 v0.1.4
• Release 发布后重新下载 ZIP 与 SHA256 sidecar 做完整校验
• 待发布 Release 失败时优先恢复，不跨版本覆盖

验证

• npm test（242/242）
• 定向新增测试（6/6）
• actionlint + shellcheck：0 issues
• Bash/PowerShell workflow 脚本语法检查通过
• stable channel 对当前 Fork Release 重跑保持无 diff
