For an easy permissions setup, you can use the respected command's package permission.
safetrade.common.*
/safetrade <player>/safetrade open/safetrade storage
safetrade.admin.*
/safetrade end <player>/safetrade view <player>/safetrade storage <user> [clear]/safetrade logs <user> [other user]/safetrade reload
safetrade.common.trade
Request a trade with the target player.
safetrade.common.open
Opens your paused trade.
safetrade.common.storage
Opens your storage.
safetrade.admin.end
Forcefully end a player's trade without it executing.
safetrade.admin.view
View another player's SafeTrade.
You are not able to manipulate anything
safetrade.admin.storage
Manipulate a player's storage.
safetrade.admin.logs
List and manipulate a player's trade logs.
Inputting a second user will return the logs of the trades between the two players.
Forcefully end a player's trade without it executing
safetrade.admin.reload
Reloads the config.
