Adds a CI process map to docs/CI_PROCESS_MAP.md that serves marketing and educational purposes, highlighting the quality controls (localization checks, 15k+ tests, leviculum edge networking, SQLite/PostgreSQL cross testing, Windows/Linux/macOS wheels) of the CI setup.

PR created automatically by Jules for task 17449624305365912253 started by @emooreatx

Adds a detailed Markdown document outlining the CI pipeline steps for
CIRIS Engine as derived from `.github/workflows/build.yml`.
Highlights pre-flight checks, testing sharding, staging, vendor integration,
multi-platform artifact generation, and deployment strategies.

Refines the CI/CD pipeline documentation to explicitly include
CIRISConformance as the foundational governance layer and clearly maps
out the dependency flow (CIRISVerify -> CIRISPersist -> CIRISEdge ->
CIRISServer -> CIRISAgent). Elaborates on CI stages for each step
including testing loads.
