feat: revamp IdeaScape as a civic field notebook

Summary

• replaces the warm glossy SaaS styling with a civic field-notebook system built around IBM Plex typography, civic blue, surveyor orange, map-grid structure, contour linework, and flat evidence-led surfaces
• adds a reusable responsive site header and applies the visual system across home, catalog, idea detail, validation, pilot, auth, profile, editor, theme, and private admin surfaces
• standardizes 44px minimum button targets, visible focus treatment, and reduced-motion behavior while preserving route, auth, privacy, query, and server authorization semantics
• adds design-system, shared-header, and button contract coverage

Design direction

The interface now reads like public fieldwork rather than a generic AI startup template: sharp borders, archival labels, count-led catalog cards, explicit operational states, and restrained contour/map motifs replace ambient blur, glossy gradients, floating pills, and elevated tile grids.

Privacy and behavior

• no Supabase queries, RPCs, RLS policies, database migrations, or authorization rules changed
• the /admin route remains server-authorized and aggregate-only
• validation choices, applicant details, and respondent identities remain private
• loading, error, empty, signed-out, unauthorized, and success states remain present

• 180 frontend tests pass
• TypeScript typecheck passes
• Biome lint passes without warnings

• npm audit --omit=dev --audit-level=high reports 0 vulnerabilities
