Add improv_serial so the web installer can set Wi-Fi

What does this implement/fix?

Adds improv_serial: to H-2.yaml. The smart firmware only offered the hotspot and captive portal for first-time Wi-Fi setup, so esp-web-tools skipped its "Connect to Wi-Fi" step after flashing. With improv_serial the browser installer prompts for Wi-Fi right after the flash, the same as the H-1. H-2D is unchanged.

esphome config passes on H-2.yaml and H-2D.yaml (2026.6.4).
