Summary
Add Framing Terms Catalog as a new framework for agent communication and response-shaping
Document composable terms for decisions, diagnosis, orientation, triage, review, teaching, execution, and context switching
Update the framework index and router triggers so the skill can recommend it for prompt/agent-delegation requests
Note: this PR is independent from #1 and may need a small numbering adjustment if #1 merges first.
