- 新增双语 README（中文默认 + 英文，互相跳转）
- 补齐社区健康文件：LICENSE / CONTRIBUTING / CODE_OF_CONDUCT / SECURITY / CHANGELOG
- 新增 .github（Issue/PR 模板 + GitHub Actions CI）
- 新增 .gitattributes(强制 LF) / .env.example / requirements-dev.txt
- 新增规则引擎单元测试 tests/（离线纯函数，7 项）
- 生成产物 reports/、cache/ 移出版本控制（改为 gitignore，留 1 份样例到 docs/examples/）
- 教学文件（TECH_OVERVIEW/SLIDES/PPT/build_ppt）统一移入 docs/
- 删除与 main.py 完全重复的 streamlit_app.py 与死代码 rules/basic_rules.py
