Add English Support

I recently discovered NCore and I think it's a very interesting project.

However, the entire repository and documentation are currently in Russian, which makes it difficult for non-Russian users to read, understand, and contribute.

I would like to kindly request adding English language support (for example, an English README, documentation, ETC.).

I hope you will consider this. Thank you!
