Describe the bug
The flame allocate more executors than cluster resouces: as shown in the following figure, there're only 15 CPUs but there're 32 executors in bound.
To Reproduce
Submit two session with several tasks.
Expected behavior
The executor should be limited by max_instance & resouces in the hosts.

- Version: v0.6.0
