UserId currently very strictly validates lowercase mxid's but this wasn't always the case / illegal ids exist on production matrix instances. We do however, not want to support creating new uppercase mxid's within the mxfx library. So there are 2 worlds of mxid's those incoming and those being pushed to servers by the library. This is not currently implement in mxfx.
