I am not sure that WCAG-EM provides a process to 'comprehensively' evaluate a product. 'Comprehensive' suggests that it covers all or nearly all aspects of the product but sampling does not achieve this for large products.
Thinking about this and #183 a better opener might be something like:
This document describes a process to evaluate and report on how content within a digital product conforms to WCAG. When samples of a larger products are used in the evaluation process it is not possible to make a conformance claim for the whole product. However, reports created using this process will give a good indication of the likelihood of conformance of content not part of the sample set.
