Digital product conformance?

The opening line of the introduction is:

This document describes a process to comprehensively evaluate whether a digital product conforms to Web Content Accessibility Guidelines (WCAG) 2.

I have a bit of a problem with this since whole product conformance is only possible if every page/view is assessed. The WCAG-EM provides a methodology to assess a sample of a product for conformance. So the only claim that could be made is that the sample evaluated conforms.

Now, I am not saying that this isn't valuable, I just think that the intro line is slightly misleading.

And throughout the list following this.

I wonder if the sentence in the second paragraph of Relation to WCAG 2 conformance claims needs to be more front and centre?
