Feature request from user for color-changing victory hex draggable overlays

A user asked me for the following feature request that I am passing on. As I am not that familiar with how the draggable overlays are implemented I have no idea on feasibility. He asked that the draggable overlays for victory hexes have red and blue options to show "ownership."

IMHO, the best way to implement this would be for the user to download the Hideable Control Markers extension and use it. It gives much more flexibility and choice to the user and involves no work for devs.

We can leave this one open for a while it case any dev wants to pick it up.

FYI, the draggable overlays are just counters and so we could implement this request using layers as we do for much else.
