Fix the versioning of the component

Currently, the version of the component is set to 0.2.0 which is wrong since we have already the release 0.2.1. We should set this as default equal to latest and add an option to the command line to pass the version of the component or to overwrite it at build time

we also don't have 0.2.1 here yet https://quay.io/repository/trusted-execution-clusters/trusted-cluster-operator -- do we want to build those in GHA?

yes, ideally we should just push a new tag and an GHA should build and publish the images

Just a reminder. The cargo crate should also be bumped to follow the release. On main we should probably target the new release
