Unable to upgrade PostgreSQL due to missing TimescaleDB libraries

I'm encountering an issue during pg_upgrade from PostgreSQL 13 with timescaledb to 14 using Docker. The upgrade process fails with the message that it cannot find the timescaledb and timescaledb-2.7.0 libraries. I’ve attempted the following steps:

• Initialized db_data_pg14 with timescale/timescaledb:latest-pg14, but it reports that the postgres database is not empty.

New cluster database "postgres" is not empty: found relation "_timescaledb_catalog.hypertable"
Failure, exiting

• Tried using the postgres:14-alpine image, but the missing library error persists
